Board Members

The Board of Transparency International Ireland is responsible for the governance of the organisation. It is directly elected by the members of TI Ireland and its members serve for a period of three years, renewable for another three years.

Paul Donnelly

Paul is Professor of Management and Organisation Studies at Technological University Dublin (TU Dublin). He received his PhD from the University of Massachusetts at Amherst (USA), is a graduate of the Institute of Directors’ Chartered Director Programme, and is both a Fulbright Fellow and a Taiwan Fellow. He serves as an Independent Non-Executive Director and Chair of the Ireland-United States Commission for Educational Exchange (Fulbright Commission), as an Independent Non-Executive Director of Dóchas, the Irish network for international development and humanitarian organisations, and as a member of the Royal Irish Academy’s Social Sciences Committee. Previously, he served as an Independent Expert on the National Economic and Social Council, and as Chair of the Critical Management Studies Division and the Diversity and Inclusion Committee of the US Academy of Management. Over the course of a 30+ year career spanning the public sector, academia and the not-for-profit sector, he has gained expertise and experience in the areas of strategy, governance, and organisation. He also brings a commitment to such values as integrity, honesty, professionalism, diligence, transparency, open-mindedness, and ethical conduct.

Lucy Kibirkstis

Lucy is the Compliance Testing Lead at Payoneer Europe Limited. With over 12 years of experience in regulatory compliance and corporate governance, she has built a career spanning Ireland, Lithuania, and Sweden. Lucy holds a Bachelor of Commerce degree from University College Dublin. She brings to the Board a global outlook and a practical understanding of regulatory environments across multiple European jurisdictions, underpinned by a strong commitment to transparency, diligence, and professional integrity.

Seosamh Gowran

Seosamh is a director within KPMG Ireland and leads the Cyber defence and response divisions. Over 15 years’ experience within IT & communications security, digital forensics, and cyber investigations for a variety of clients across Europe and the Globe. Seosamh has extensive experience in providing exert witness services and has worked with a variety corporate, government, legal and regulatory organisations during complex investigations and incidents. Seosamh has previously held roles within professional services, telecommunications infrastructure security, and security engineering. Seosamh has subject matter expertise in both the technical and legal requirements in relation to complex multijurisdictional investigations. Seosamh is a graduate of UCD with a MSc in Digital investigation & forensic computing, and BSc in Computer networking from ATU. Seosamh is an active member of local and international cyber security communities, focused on data privacy, communications security, and cyber security research. Seosamh provides valuable insights of the current state and evolving threat nature of the cyber & data security landscape.

Chris Gordon

Chris is the CEO of the Irish Social Enterprise Network (SocEnt.ie), Managing Partner of Collaboration Ireland, and a Teaching Fellow of Trinity Business School. Chris also volunteers as Chair of EnergyCloud Foundation social enterprise. Chris is a B Leader from B Lab Europe. Chris is an Ambassador for the WeBuySocialEU initiative from the European Commission. Chris’ work focuses on leading and managing European and nationwide projects on Social Enterprise, Social Entrepreneurship, Corporate Responsibility, Social Impact, Startups, Cooperatives, Exporting, SMEs in Ireland and leading a life of passion and purpose. Chris is a Fellow of the Institute of Leadership in the UK, Social Innovation Fellow from StartingBloc in the US, a Constellations Society Fellow from France, Tällberg Pathfinder Fellow from Sweden and a US Department of State awardee on Social Enterprise and Tackling Long Term Unemployment programme. Chris is trained as a Climate Reality Leader and is a qualified Erickson Coach. Chris is President Emeritus of the Irish US Alumni Association and recipient of the IUSA President's Medal. Chris has also completed a Diploma of Company Direction with the Institute of Directors Ireland and a Professional Special Purpose Certificate in Teaching, Learning & Assessment for Academic Practice from Trinity College Dublin. Chris’ passion is in outdoor facilitation, youth work, social inclusion and community development. Chris has a degree in Theoretical Physics from Queen’s University Belfast, a Masters in Business from the University of Ulster and has qualifications from the Institute of Banking, LIA and UCD.

Dr Gillian Kennedy

Dr Gillian Kennedy is the Policy and Research Manager at European Movement Ireland, where she is part of an ongoing project, supported by the Department of Foreign Affairs, that monitors misinformation/disinformation in relation to Irish–EU affairs. Previously she worked as an Assistant Professor at King's College London and the University of Southampton where she specialised in protest networks, migration and the Middle East. She has previously worked as a risk analyst for Global Data and wrote a book on Egyptian political Islam, entitled ‘From Independence to Revolution: Egypt’s Islamists and The Contest for Power’ (OUP/Hurst, 2017).

Shane Doherty

Shane is the Director of People and Culture at The Abbey Theatre, bringing over 20 years of diverse HR experience from both commercial and non-profit organisations. He holds a Master of Science in Organisational Behaviour and Work from Dublin City University (DCU) and a Bachelor’s degree in Accounting and Human Resource Management from the National College of Ireland (NCI). Shane offers the Board a practical understanding of how HR can positively influence both people and organisations, supported by a strong commitment to transparency and governance, and a dedication to empathy and fairness.

Carol McGee

Carol is ESG Business Consultant with 30 years industry experience in technology, engineering, health & life sciences. A qualified Management/Cost Accountant with an MBA , MSc in Quality, and Hdip in Environmental Economics, Carol specialises in ESG/Sustainability reporting (CSRD, TCFD, GRI, IFRS), Compliance, Strategy design and implementation.

Christopher McCann

Christopher is the Governance, Compliance and Administration Manager of the Digital Hub Development Agency (a non-commercial state agency under the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media). In addition, he serves as an Independent Non-Executive Member of the Audit and Risk Committee of the Nursing and Midwifery Board of Ireland. Over the course of his career spanning the public and private sector, he has gained expertise and experience in the areas of strategy, sustainability, governance, compliance, risk management, regulation and administration. He is committed to the values of integrity, honesty and transparency.

Ruth O’Regan

Ruth is a qualified solicitor working as Financial Crime Compliance Leader for Deloitte Ireland.  Prior to this role, she worked as a commercial lawyer in private practice and other inhouse legal roles (including for Deloitte Ireland).  Her day job includes ensuring Deloitte Ireland’s compliance with AML and Trade Control obligations, together with running an Anti-Corruption programme.  Ruth has a long standing commitment to transparency and the rule of law, which drives her participation in Transparency Ireland International and similar organizations including the Organised Crime and Corruption Reporting Project.
